Yes, CNBX is in phase 3:

They are slow, won't complete anything before early next year, but at least they are doing something unlike OWCP.
CNBX also has less outstanding shares. I don't think they are diluting right now. That's another difference. However, CNBX stock offers less potential to gain or lose money. OWCP's pump and dump routine gives it the volatility that we have seen as of late.

Here is what happens when the mods are against me: if I make even 1 mistake, the admins will uphold the deletion by the mods, but if someone attacks me, violating pretty much every rule, then a simple mod refusal to delete is enough and the admins do not get involved.
Also, I am the only person who does not get enraged at others' posts, mostly because I am unbiased. I am in search of the truth. Those who abuse the most have huge stakes in the company and therefore want to silence those who disagree with them
