I was with a group that analyzed the data for almost 18 months and it was amazing what we discovered. The exchanges did to, that's why the high dollar for the list.
AND it does track naked shorts to an extent.
The problem with naked shorts is it is only a failure to deliver shares within a certain amount of time. MMs are allowed to naked short to make the market.
For example, NITE could have naked shorts on stock XYZ at the end of the month and can't clear them or find shares to cover. They sell the shorts to CDEL who can hold them for 30 days(I think). That clears NITE from the naked shorts and if shares can't be found for CDEL to cover, the shares can be sold back to NITE and the cycle starts over.
Terrible game for retail traders. Just have to learn how to make the best of it.
