Personally, I think THEY have been holding it down while accumulating over the past several weeks. As you have seen with L2, there have been blocks of over 1M sitting on both the bid and Ask forming a wall. The PPS has been between predominantly been.013 and .017. If this is true, at some point they will let it go everyone else will be chasing on the Ask.
The amount of activity on that board is WAY too high a flat stock. If what they said was true, it would have been sub pennies by now.
