Guess I am not seeing the issue. Companies sell shares to raise funds..

I also believe these shares were already in the float before the "no more dilution anticipated" (anticipated is an important word here)

This company uses shares to address financial obligations. They are not obligated to address specifics of why. Do you suspect some illicit activity going on?
