The buyback may only come into play if "big if for a long time from now" they want to get onto a big board exchange such as NYSE or Nasdaq. That is years from now (if at all). Getting the stock to dollar or multi dollar would require something to get the company valuation to align with sales and stock price. 800 million shares is a pretty high number for the equation.
