Some of them are employees of basher gangs including Mako's gang. Some of them are involved in pumpter/dumper gangs (and some of them may be the higher-ups in those gangs).
They all ought to be in the slammer. It's only going to take one to turn state's evidence and then everyone in the gang gets outed.
