That could be a thin film like Listerine strips, powdery tablets like the "rapid dissolve" Claritin tablets, etc. etc. There are many, many different examples of non-overlapping tech.
What is most important, however, is how the formulation works in clinical trials. It's nice to be able to release a PR that says you have an alternative to smoking cannabis. But, OWCP has been tweaking it's sublingual tablet with cannabis since 2014. Add to that Dr. Baruch's experience with treating real patients.
So imagine two different formulations being tested for the same condition in clinical trials. The formulation that allows for the most thc/cbd to enter the bloodstream in the most consistent and controlled manner will yield the best clinical results.
IMHO, companies that look at Dr. Baruch's old interviews and say, "yes, that guy knows what he's talking about- in cannabis delivery systems are more important that the plant itself" are in fact "ME TOO" companies trying their best to ride on the coattails of OWCP.
