The company NEVER made a promise that the clinical trials would be completed by March 20. The reason for this misunderstanding stems as you said from the following video:

At minute 4:53 it very clearly states that the efficacy study of the psoriasis cream is to be completed by "March 2017". It does not say March 20, 2017. So why was there a release on March 20 when there was no need for it, and they could have easily waited until they were in fact completed? The only reason I can think of is that they were given poor advice to release "something" on March 20 because of the above mentioned misunderstanding and heightened expectations.
I also don't think they should release anything at the end of the month unless they are ready to do so. In fact, in the press release Mordechai Bignitz, the CEO of the company states that the readiness of the product is "subject to positive completion of our safety IRB approved study and obtaining regulatory approvals from applicable jurisdictions" .
I would think most of us that care about the company would not want to create false expectations as to deadlines that the company may not be able to meet.
