Immigration.... If your brightest don't stay in the community and develop it. The community will fail.
The government has thrown billions to the leaders of these failed communities...with no results.
The smart thing to do would be desiminate the population. Don't rebuild the slums ... But bulldoze them and spread those communities out throughout the country. Forcing those on services to make choices.
