You just uncovered something extremely important.
You asked what 'arms length relationship' meant..
Ryan from Circadian Group didnt use the term 'arms length relationship' randomly because he couldnt think of a better word or term. In fact, 'arms length relationship' is an actual term used in business, law, and contracts indicating both parties work together, yet owe nothing between themselves.
Pretty much, what this means is United Spirits LLC is allowed to do its thing, ICNB is allowed to do their thing, both parties benefit, but both parties are allowed to keep their own self interests top priority.
This is great because we now know that ICNB is free to grow their company as rapidly as they want without being hindered by any restrictions placed by United Spirits LLC, and United Spirits LLC is free to take care of the importing aspect; permits, fees, regulations, etc without being hindered by any restrictions placed by ICNB.
United Spirits will use this 'nominal case fee per transaction' to pay said permits, fees, and regulations which will only expidite company growth.
In business, nominal can mean ' far below the real value or cost' . Even better!
Talk about a symbiotic relationship!
