Why ask such a rookie question such as "does the OTC have issues with dilution?" when you know so much about stock runs and corrections, Mr. College Finance Major.
GIGL is done with convertibles, poised to open several stores, and has a huge mall leasing company financing buildouts. Dilution is not an issue with GIGL. What you are doing is borderline bashing.
