IMO 60 would be a good starting place, (I personally don't know the real ROI numbers as every user will vary), but obviously the higher the better. I don't believe that oil will stay down here forever. This will be a tremendous cash cow once oil is at 80-100 again.
I also believe that the set up of a new facility can't be done overnight, it would be prudent to get out ahead of the game.
Even though I feel that profitably is a great enticement, there is still the environmental issue.
