Absolutely not. I'm very sure the process works. Plastic really does break down into oil and gasses under heat. HDPE/LDPE/PP will probably even convert to a useful fuel. Recyclers will also pay well for those plastics if separated out of the waste stream. However plastics containing other elements than hydrogen and carbon, or mixed with debris...probably not such a worthwhile oil. Even regular, dry household garbage (paper, food, etc...) can be heated and will break down into gasses and oils. Pyrolysis really does work.
"Without further refining"...yes, I'm certain that the fuel could be made but not be further refined. Maybe if PTOI discloses a purpose for the "fuel" then an assessment could be made whether any refining would even be worthwhile for that purpose.
