I'd like to clarify something. We are investors buying stock that the company (whatever company...) sold long ago.
If you want to invest in the company, call 'em up. I believe the last time I saw the documentation on it the initial investment was in $100K blocks. You will then receive a nice numbered certificate with a stamp on it labeled "Rule 144 RESTRICTED".
That is a designation to indicate the cert is 'fresh' - under 1 year old. (it used to be 2 years, but the sec regs changed)
The company has your money to use, and yes , that does dilute the amount of shares 'in issue', but the shares that are available on the open market at the exchanges are held in the DTC (more or less).
If you look at the company info, it shows 285 Investors of Record.
Those are investment houses and such in the DTC which handles the clearing of the stock transactions, plus officers, and other investors with a certificate in hand.

Btw, after 12 months, the cert is sent back to corp and corporate investors are issued a new cert with the rule 144 restriction 'lifted' so it can be deposited at Fidelity, Scott, or whatever your favorite broker house is... That's basically how the shares get 'into' the exchange. After that, it's every share for itself!
HOWEVER... It's a good idea for the shareholders to be advised and updated regularly regarding financial moves like this. This was clearly to keep the control block intact (so all it did this time was increase the vote authority of the control block) so that more shares could be issued for instance... to acquire another company for merger purposes?? or some such?..... I don't personally like the way they did this, but I think the products are good and future is still outstanding. The higher the shares are, the less has to be issued by the company for mergers and other things because the value is greater, so I bet it's already being engineered to go up soon! I think 2017 is going to be a great year for this stock!
