Got a response from Quotemedia..
a few weeks ago someone asked why the outstanding shares were so low on quotemedias webpage. i got incontact with them and they just updated:

This is what serious, long investors do. We dont stare at a chart and base our emotions on the pretty colors of green and red. we know ICNB doesnt 'have to' release a PR in order to keep this from death spiraling. We use our time wisely by making contacts, emailing questions, getting out there, and confirming our investment is worthwhile. This is why, although I have 14 million shares.. im not freaking out compared to someone on iFlub who insists ICNB MUST release something new or else 'its all over'.
