I really don't know how true it is that if you put a sell order in WAY above the ask has any affect on shares available for shorting. The "house" usually has a bank of shares easily accessible themselves or their buddy market maker. What happens when momentum starts picking up is then they start getting a bit more nervous since the spread tightens up and they actually do start letting their shares go. Anyway, I'm sure I have no clue how those manipulators really work.
