Albeit I agree the FDA requirements are intense and revisiting the regulations may be ideal, but don't forget, however, that another major issue for clinical trials is the middlemen: doctors & insurance.
Surprisingly few specialists are open to the idea of potentially submitting their patients to partake in a clinical trial.
Why? Doctors don't get paid for trials, and insurance does not cover them. Doctors will get paid the consultation but not the treatment.
Contrary to popular belief clinical trials are actually quite expensive. If a patient is lucky they will qualify to be federally or privately financed.......a bit catch 22 if you think about it.
If there was more of an incentive for doctors/insurance, I'd bet that would help improve both the cost and duration of each phase of trials because more people would be wiling to partake.
