Patrick Byrne of OSTK is working on exactly that, a new exchange that will not allow naked shorting and will have same day clearing. If companies start flocking there the present exchanges will be forced to change their operations or go out of business. Given the choice I can't imagine any CEO wanting his/her company to trade on an exchange where criminals rule the roost.
