I think we are waiting for all of the above, but these things are not mutually exclusive. Whats preventing these things from moving forward? Nothing at this point, IMO. Lets face it, this is DF's company. The past year and a half JF was just keeping it together any way he could. Now that DF is back, this company can move forward and we should start to see the pace increase. If not, then there are some real fundamental issues with the company which may stem from organizational behavior that is an intangible, but can be a very destructive force. There definately seems to have been some dysfunction in the management team, but hopefully with IG, that has changed.
