So what's the skinny on the 10Q due dates ? Per

Per the 'late filing' notice, filed on Feb 14th , the following contradictory[?] sections leave me a bit confused.
PART II ....(b) The subject annual report, semi-annual report, transition report on Form 10-K, 20-F, 11-K or Form 10-Q, or portion thereof will be filed on or before the 15 th calendar day following the prescribed due date; or the subject quarterly report or transition report on Form 10-Q,
Versus
PART III ....The registrant undertakes the responsibility to file such quarterly report within the SEC rules and regulations on or before February 20, 2017 .
*Per my understanding over the years on this, they do-indeed have an extra 15days to meet the revised late filing deadline...which leads me to believe the Feb 20th date stated in Part III was in error, & consequently, the possible reason behind this disproportionate sell-off.....no[?].
Unless the original due date was Feb 5th[?] , shouldn't the allowable revised due date be more like Feb 29th ?
