Guess I didn't spell it out well enough. The administrative costs (executive - CEO, COO, CFO, BOD, Legal, Auditing, Purchasing, Sales and admin staff for the above) will remain relatively the same for 1 site as it will for 10 sites. There might be a minor increase in support staff but the higher paying jobs mentioned above will remain relatively the same.
If they construct a 6 processor cluster in Florida, for example, the basic costs will be the labor needed to operate and maintain the processors (perhaps 3 workers x 3 shifts = 9 people per day - labourers). There may be 1 manager and 1 support staff to run the logistics and report financial numbers etc to head office).
