?...so the first gentleman was ok... but the second was not? The Law is static...so I have no idea what you are suggesting. There are less than 30 amendments to the Constitution. There have been a total of 17 amendments in the last 225 rough years. That's an average of one amendment every 13 years. The word amendment refers to a minor change in said wording(document)......so YES..............STATIC!
