Perhaps I'm not understanding, but I believe this announcement is a contract. They have agreed to fund the building of two large-scale production QDot generating devices. This is what QMC is wanting to do. Put production where dots will be used. You don't build where they are not needed. And they've shown this can be done at low cost and quickly.
Nevertheless, I realize some people will want to see it in the SEC filings first. I agree with Art, now is the time to get in. No better time. Someday (I hope soon) ,this will pop up to .35 - .50 and never come back down.
