"It goes to the heart of your argument that the Civil War could have been prevented by Congress. They got their chance. They demurred by proposing a solution the North would never abide . "
Better read this:
Abraham Lincoln
First Inaugural Address
Monday, March 4, 1861
I have no purpose, directly or indirectly, to interfere with the institution of slavery in the States where it exists. I believe I have no lawful right to do so, and I have no inclination to do so.

The North didn't give a rats ass actually. It wasn't until April 12th of that same year that they gave a rats ass. Lincoln waited until September to free the slaves in the Confederate held states...only the Confederate.
The falsely labeled "original" thirteenth amendment was never an amendment. It was referred to as the Corwin amendment. It was introduced by Corwin(Ohio) and Seward(new York). WoW....it was the North that that proposed such. Again..this has nothing to do with the electoral college. But it does shed true light on the myth that the Civil War was "solely" a fight against slavery. Not even close.
Morrill Tariff Act of 1861....that was the catalyst. Do not let anyone tell you differently. Interesting... given the fact that we are entering the same type of unsettling trade protection RIGHT NOW! .
