The auto bailout and the Stimulus were not Fed reserve 'projects'.
And TARP was authored by the Treasuty Dept and passed after two attempts by the Congress. Remember Bush pleading for his fellow asshole republicans to fucking pass it after the GOP shot the first attempt down? I do.
