It addresses your post directly. Funds available to companies to expand are not limited to capital raised through issuing shares, regardless of speed.
In fact, some/most of the options I listed are FASTER than the relisting (issuing shares for capital) which most say, if it happens, won't be until later this year or later. They could get a few of the other options now.
So, waiting until they relist as you wrote, if they need capital, may slow them down.
