That’s not really how it works. It’s very difficult to assess the reasons for market cap damages. Here’s the short list of major negative talking points in assessing stock price movement outside of Rosen. These are short-hand so there may be minor inaccuracies but I believe they are roughly accurate.

-Mako Article
-Aruda and crew sold ~7M shares over that time period
-Over $8M was raised through Aspire
-IBB fell 24% since then ($368 8/7/2015, $280 1/15/2017)
-Prurisol phase 2a did not convince the market of anything (why? I don’t know but it didn’t)
-K UoB trial was delayed and now has been tabled until further notice (first K phase 2 pushed from expected 2015 to 2017)
-B Phase 3 was expected to start in 2015, then 2016, now 2017
-B-OM was moving much slower than expected over the period, study end delayed a year

Attributing the decline solely to Rosen would be very difficult. Also, at this time we don’t have any proof of conspiracy between Rosen and Mako. If that proof comes out you could attribute the steep decline following the article to it. Prurisol 2A results were released within a few weeks of the lawsuit dismissal. Since then the stock has dropped over 30% and has remained there for six months (barring the transient Trump rally). The market has digested all the facts and has determined that CTIX belongs around $1.20/share until significant news comes.

Now, if evidence of conspiracy and naked shorting comes out in a civil case that would change things. For now though, lack of reaction to good results, multiple perceived delays involving trial starts/ends, general market declines in biotech and a massive number of shares hitting the puny OTC marketplace over the period explains the majority of the decline.

As for the sanctions, I would like to see the judge table her decision for as long as possible. Wait until we get a partnership and uplist. Maybe wait a few years even until the stock price is $20 or $30 or $100. Then assess the damages and put Rosen out of business.
