Looks like someone really really wanted to cover a short, or get more shares for a long position, at the close.
There was a concerted effort to buy at 1.15, at one point over 31,000 shares were on the bid by 4 different market makers.
And when they didn't get them, one of the market makers moved their price up to 1.16.
I wouldn't want to be short CTIX either. Or, not have enough shares when an announcement comes.
