I don't think they have to. I posted days ago that there are probably blocks of stock in friendly hands which may (imo) have been bought privately for C shares. In any event, IR had emailed me and said they would do one big deauthorization when ready. My sense, time that with some positive news regarding some revenue and earnings, and you at have the spark to light this thing up.
