Moosey, that is a brilliant observation and idea.Gingivitis in humans AND pets. The problem with pets though is I don't know how you're gonna get them to swish and spit.... 
Seriously there would have to be some method of swabbing the teeth, don't you think? That's the kind of thing you'd have to start doing with them when they were young enough to think it was normal. Dogs can be acclimated/trained to do all sorts of stuff. I mean, just look at this:
