They are just too impatient and too indecisive to ever have success at the bottom end of the OTC market.
It is a shame the new investor buying power that should have been made to hit the ask and get this running in the .0020s got in cheap but I don't think it will make much difference to where $INCC eventually gets to when the 2017 PR campaign and product roll-out starts.
At the end of the day, $INCC is a very thin stock for this price range and we do not have to fight through 20M>50M on every .0001 bid / ask increment with all the associated day trade flipping that goes with that.
