If one's account has a low risk rating in order to trade high risk stocks you will have to amend the disclosure and change to high risk profile. Another is facilitating a trade in a security where the disclosure may not be up to date. Remember the OTCBB is not recognized as an exchange but is classed only as a quotation system. Where little to no disclosure is required, especially when it comes to audited financials not being required, and if the disclosure is out of date, some brokers may suspend trading. Disclosure is considered the hallmark of trading and in the absence of disclosure the philosophy states a buyer/seller does not have accurate up to date disclosure upon which to base a decision to buy or sell a stock. I would say nothing nefarious is going on here and it is simply one brokers approach to disclosure requirements.
