He does not want to rebuild/restore the Soviet Union. He wishes a return to Russia as an Empire. Refer to Peter the Great. Russia has returned to a capitalist nation since the fall of Communism.

Yatsenyuk may have an opinion....but he has a flawed outcome given that the Soviet Union is... and will forever be..... gone.
