Nothing in your quote undercuts my claim about the CIA taking the lead.....among all of those other agencies.
It is bigger and has more agents in the field than the other agencies, for one thing.
And you're missing the biggest point, the CIA's conclusion rating: 'highest confidence'.
You really are twisting yourself into a knot to deny Russian AND Putin's involvement in the hacking.
Really think an autocrat like Putin WOULDN'T be in it up to his KGB ears?
