For cement plants: Limestone is their key problem. Yes, they do use coal to reach the temperatures needed to make cement. Yes, they can switch to burning other things like biomass, non-hazardous waste, etc, but they STILL have MERCURY being released from the limestone. There will be NO grandfathering for ANY cement plants that do not meet the EPA MACT standard. They too must comply, or be shut down. There is NO GRANDFATHERING for cement kilns that exceed the MACT rule.
Hope this helps you understand that we are talking about two separate industries, yet BOTH will have to comply, by modification, MBS, or shutting down. The EPA is addressing MANY toxins, but the one that GTGP will resolve is the mercury toxin with their use of MBS.
