Keep in mind when you hear any company make such a meaningless claim it means the company can't point to any real objective value. PTOI's statement is meant to sound good and PTOI is banking that most investors won't take the time to think about what that actually means.
As long as a 'fuel' isn't designed for any particular purpose, it doesn't need further refining. The claim was meant to dupe investors. If, for example, PTOI could produce gasoline and/or diesel without the need for further refining...you can bet your bottom dollar they would be very specific and shout that from the rooftops. Actually, Mr. Bordynuik was making aggressive claims like that but the securities fraud suit against him seemed to make him tone down his rhetoric.
Anyone who melts plastic will have a low-sulfur 'fuel' without the need for further refining. In fact, plastic itself is a low sulfur fuel which can be tossed into a fireplace and burn without any previous refinement whatsoever.
