The action right now looks like an organized effort to acquire shares at .0002. As long as people continue to be willing to dump multi million share orders into the bid at .0002 I don't expect to see buying at the ask as the percentages just make it worth it to hold out for .0002 over .0003.
The group(s) doing this probably bought enough at .0003 to create an intimidating ask, while trying to fill bids at .0002 from investors who either can't or won't wait.
