Just keep in mind that Mr. Heddle's latest excuse of addressing, "zoning and permitting" is same old/same old. The story is kept fresh by introducing new items into the story line to make investors think, "It's different this time because...."
There's also no reason to be officially addressing any zoning changes or applying for permits before actually signing any contract so the three months since the MOU so far would pertain to only discussing zoning and permits, if anything. Mr. Heddle is intentionally being ambiguous.
