The vision is starting to be realized:
RESOLUTION NO. 399-12
WHEREAS, Madison County’s active farms produce a significant quantity of agricultural films for which few recycling markets exist today; and
WHEREAS, JBI, Inc. (“JBI”) based in Niagara Falls, New York has developed an innovative new process to recycle agricultural films, rigid plastics and other plastic waste streams into petroleum fuels such as diesel fuel needed to operate machinery and over the road
vehicles; and
WHEREAS, the County has conducted due diligence which has determined that agricultural plastics collected within Madison County can feasibly be recycled by JBI and the environmental impacts associated with such recycling appear to be benign; and
WHEREAS, the parties have structured a Supply Contract whereby Madison County will accept agricultural films generated by farms and other businesses at its Transfer Stations and ARC MRF on Buyea Road in the Town of Lincoln and bale the plastics for pickup by JBI and transport to its facility in Niagara Falls; and
WHEREAS, pursuant to the Supply Contract Madison County will incur zero cost from JBI for transporting and recycling the baled plastics that are delivered by the public to Madison
County.
NOW, THEREFORE, BE IT RESOLVED, that the Chairman of the Madison County Board of Supervisors be and is hereby authorized and directed to execute a two year Supply Contract a copy of which is on file with the Clerk of the Board. This resolution shall take effect immediately.
