That judgement was from March 28, 2014 - before the huge run up to .0219 during the period July, 30 2014 to September 10, 2014.
Nobody that matters in the OTC market cared then and they don't care now.
If indeed, as claimed, it was the CEO's intent to sell $INCC shares to pay that judgement, he could have done so many times over - it would only have taken 100M shares from .0001 held to an average of .0151.
During the 3Q 2014 run, 155M were traded at significantly higher prices than .0151 - the majority of them in the .0175 > .0219 range.
There was even at 22M volume day in the .0185 > .0215 range (August 26, 2014) - the day after a 24M day in the .0135 > .0195 range.
There have never been any "huge" dumps of shares at any time at prices above .0002.
