There are, and have been a few "heavy-hitters" that have this play on the radar. IMO, it must leave the no-flip zone to see a new wave of investors show up.
A series of positive events and awareness could erase a zero from the PPS, if planned and timed precisely. This play can/will explode off momentum: just have to "kick-start" it.
