One of the things that makes this so funny is Ensenada hasnt even been able to afford a second set of cranes for a second berth at the the EIT terminal CWRN uses to ship ore- a second berth the port claimed in 2008 would be finished in 2009,not to mention ports plans to build an entirely new commodity terminal just north of Ensenada. But if they confiscate CWRN's 45k tons of ore at the port maybe they will be able to afford it. Games humans play. I have no info re ore at port beyond what the 6-25-12 PR said. But all the governments are looking for fanciful ways to balance their budgets-whether through an unlawful taking or not they dont care-after all, they are the govt and magna carta becomes more remote all the time.
However, it is very impressive that a relatively small commercial port like Ensenada did dredge to 47 feet-the deepest port on the west coast is LA at 53 feet-only recently deepened itself. So Ensenada can easily accommodate Panamax ships-which have a current Panama canal limitation of 39.5 feet deep-about 12 meters.
