There is no dilution from the company.
The share structure is as per the sticky above.
I believe that many 100Ms of shares in the O/S are held by people that will not be selling - long-term holders with a vested interest in the company.
There is also a small group of long term watchers who waited 2 years for the shorters to finish driving the stock down to .0002 + for others to sell for a loss at the end of 2015 + watching for the last of the convertible debt selling to be over which took it to .0001 on the ask briefly for only minutes in July 2016.
Almost no retail buyers got .0001s, and those that did didn't get many 10Ms of them. I don't list them in my loading totals as the quantity is no longer significant compared to the volume traded since.
147M out of 645M from .0002 up has been traded in the .0013>.0025 range today.
Those long-term watchers probably control most of what might be made available in the .0025>.01 and then .01>.02 range - just my opinion. If I'm right, the people I recognize posting elsewhere will be hanging on to most of their holding for much higher and the only shares that get put up for sale will be from a few newbie flippers who don't understand how fast $INCC can move - as we saw with some mickey mouse sells today.
