The FBI was investigating Anthony Weiner's computers and when they were pulling up deleted data from his Outlook email account the FBI said uh oh there was all of the emails that were "missing". When you access third party email services like Outlook it downloads all sent and received emails and stores them on the local device. Remember, Huma was sending and receiving emails under Hillarys address while she was taking a nap revealed in WikiLeaks.
Just because you delete something it does not mean it is gone forever unless it was bleach-bit acid washed. Well, in theory, xkeyscore an cloud database located in Utah does in fact store every single email sent and received across the world which will now be pulled up.
I believe James Comey has had no choice with this and was forced to reopen the case. I also believe he knew the clock was ticking with him and WikiLeaks.
