Shares hard to come by?
Competing for shares with new investors and buybacks.
Might have to pay up for shares when the series of NWE's reach and attract new investors and next year after the up list to higher otc level.
Buyback plan may go much quicker than up to 36 months.

Reclaimed means buybacks obviously.
So what the heck does availability of NEW SHARES will be limited mean?
Checking encryption decoder it would seem to possibly
mean new shares for a new investor.
Or new shares for you and I.
And or they expect bigger investors to come in and buy some new shares next year after the up list.
Limited because of competition.
With cash rolling in or loans it would appear TPAC no longer needs
to "sell" any "new" shares.
As one can see TPAC is morphing into something much bigger than a bearing company.
