From that we get our laws. However to change the principle of which those law are based one must have a constitutional amendment ratified by states governed by the constitution.
Marbury V Madison established the principle of Judicial Review which is used to decide cases brought to the Court; cases based upon challenges to the constitutionality of Bills and to violations of the Constitution. Those decisions have the power of law. So an amendment is NOT required to change laws.
