Perhaps they have permission from the GOB, but do not know the correct number just yet to put in a pr. Traces of oil is a safe way of saying we have oil, yet under shooting any expectations and eliminating anymore disappointments. As the pr states, the real number will be known once the pumps are in place and they start pumping. Just thinking out loud.
