Scott Fickbohm requested the Committee consider supporting the Agricultural Plastic Baler Recycling Program with Solid Waste User fee funds of $4,200 annually for three years to lease two trailers at the MOSA southern transfer station for bale storage prior to pick up by one end user. MOSA is preparing a draft lease agreement. Mr. Fickbohm explained that the farmer would deliver their baled plastic to the transfer station where MOSA would unload and stack in trailers. There would be no cost to the farmer. Sorting of different types of plastics and record keeping would be MOSA responsibilities. When the number of bales is sufficient for end user pick up, MOSA would move from trailers to end user’s truck. The Committee asked Mr. Fickbohm to research the cost of side-load trailers and the cost to park two county trailers at MOSA.

James Zecca, Director of Solid Waste for Madison County, gave an overview of the municipal Madison County Landfill. His presentation of the central landfill in the Town of Lincoln included history along with detailed information on the site which consists of their recycling center, gas to energy generation plant, composting, solar panels, and the development of the Agricultural Renewable Energy Business Park. Mr. Zecca reviewed the tiered tipping fee system as their revenue source. Mr. Zecca noted that Madison County has begun an Ag plastics recycling pilot program and is open to partnering.

Karen Sullivan distributed his District Report for November 2012. Ms. Sullivan noted that all existing Ag plastic bales have been collected by RAPP and are being temporarily held on private property in Cherry Valley for consolidation and transport with other RAPP bales produced around the State.
