Imo...Fidelity.
The only restriction is, when you transfer money from say your checking account to a fidelity brokerage account, it takes 3 biz days to clear...settle, before you can buy.
Flat fee, 7.95
A buy or sell transaction also takes 3 days to settle, but that should not be a big deal in most cases.
