ALBIOMA : Albioma fait appel du jugement du Tribunal Administratif et poursuit les travaux de construction de la centrale Galion 2

Le Tribunal Administratif de Fort-de-France, dans son jugement du 4 octobre 2016, a entendu annuler l'arrêté d'autorisation d'exploiter la centrale biomasse Galion 2 en cours de construction.

De façon à ne pas retarder la mise en service de ce projet, qui doit contribuer à renforcer, avec de l'énergie d'origine 100 % renouvelable, le réseau électrique martiniquais tout en réduisant la pollution sur le site du Galion, Albioma annonce son intention de faire appel devant la Cour Administrative d'Appel de Bordeaux.

Tous les griefs qui avaient été émis par l'Assaupamar contre le projet Galion 2 quant aux risques sanitaires, aux émissions de particules fines, aux impacts sur la faune et la flore, aux risques de déforestation et au bilan CO 2  ont été rejetés par le Tribunal.

Le seul motif d'annulation est un vice de forme qui repose sur la prétendue insuffisante démonstration de la compatibilité du projet avec le Schéma Directeur d'Aménagement et de Gestion des Eaux (SDAGE) de la Martinique.

Cette décision du Tribunal Administratif concerne uniquement l'arrêté d'autorisation d'exploiter, qui n'est nécessaire qu'à compter de la mise en service de l'exploitation à partir du deuxième trimestre 2017. Elle ne porte pas sur le permis de construire, dont la régularité n'a pas été contestée et qui est désormais définitif, et permet la poursuite des travaux.

À propos de la centrale Galion 2 

La centrale Galion 2 (40 MW installés), première centrale de cogénération 100 % biomasse de Martinique, fournira 15 % de la consommation électrique totale de l'île.

Reposant sur un échange vertueux avec la sucrerie du Galion, le projet vise à assurer l'avenir de la sucrerie en la rendant plus performante.

La centrale Galion 2 est un projet mûri depuis 10 ans avec l'ensemble des parties prenantes pour faire progresser la part d'énergie renouvelable en Martinique de 7 % à 22 % et, ainsi, favoriser la transition énergétique de l'île dans le respect des normes environnementales les plus strictes.

Cette centrale représente un investissement privé de 185 millions d'euros dont bénéficiera l'emploi local. Dès aujourd'hui, 180 personnes travaillent sur la construction du site. À terme, plus de 250 emplois directs et indirects sont liés à ce projet.
